7/23 update: networking issues were resolved last night.
Campus IT has reported that there are AT&T network problems with connecting to Internet websites from on-campus. There also appear to be some problems with connecting from off-campus to utc.edu websites, which would include the library website and its databases (since off-campus users must first authenticate via our proxy server beore being routed to the vendor/publisher).
