Roosevelt, wearing a black arm band,\u00a0 subsequently signing the Declaration of War against Japan.<\/p>\n<p style=\"text-align: center\"><a href=\"https:\/\/blogarchive.utc.edu\/library\/files\/2013\/09\/special-collections-pearl-harbor-1.jpg\" rel=\"attachment wp-att-1721\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1721 aligncenter\" title=\"Pearl Harbor\" alt=\"Pearl Harbor\" src=\"http:\/\/blog.lib.utc.edu\/archivist\/files\/2011\/12\/Pearl-Harbor-300x201.jpg\" width=\"300\" height=\"201\" \/><\/a><\/p>\n<p>The newspaper is from the <a href=\"http:\/\/findingaids.library.utc.edu\/Frazier.html\">James B.
